Mr. Todd Carpenter brings over 39 years of experience in local government, having served in various roles throughout his career.
Todd began his professional journey as a software developer and worked in multiple IT positions, including Chief Information Officer (CIO). He later advanced to Assistant City Manager/HR Director and eventually Deputy City Manager, where he was responsible for overseeing Police, Fire, HR, IT, and Diversity, Equity, and Inclusion (DEI) initiatives. After a distinguished 38-year career with the City of Gastonia, Todd retired.
Since retirement, Todd has served in Interim roles, including Interim County Manager for Cleveland County in 2023. During his tenure with the County, he administered over all departments, helped manage large capital building projects, and played an instrumental role in the preparation and presentation of the fiscal year budget.
Todd holds a Bachelor of Science in Business Administration (B.S.B.A.) in Management Information
Systems from Western Carolina University and a Master’s in Business Administration from Gardner Webb University. He is a lifelong resident of Cleveland County, and he and his wife, Lisa, reside in Shelby, NC. The couple have two children and three grandchildren.
As Interim City Manager, Todd will help lead the City of Kings Mountain during a period of significant growth. He will play a vital role in moving the city forward while City Council begins the search for a permanent City Manager.
"I look forward to working with City staff and City Council during the new year," says Carpenter. “My early priorities will be meeting with Council, engaging with City staff, and building relationships with the community, including other local governments in Cleveland and Gaston counties. I’m excited about this opportunity to serve the citizens of Kings Mountain and appreciate the confidence that the City Council has shown in me.”
