City Administration
The City of Kings Mountain has a Manager-Council form of government. City Council is the policy making and legislative body of city government and includes a Mayor and seven Council members. You can find out more in this informative brochure about the Council-Manager form of government.
City Manager
The City Manager is appointed by the Council and is responsible for carrying out the policies and ordinances of the Council and administering the daily operations and programs of the City through appointed department and staff members. The City Manager also prepares and submits the annual budget.
City Clerk
The City Clerk gives notice of meetings of the governing body, keeps a journal of the proceedings of the governing body, be the custodian of all city records and shall perform any other duties that may be required by law or the governing body.
The Deputy Clerk has full authority to exercise and perform any of the powers and duties of the City Clerk that may be specified by the governing body.

City Council
The public is invited to attend City Council meetings held in regular session on the second Thursday and last Tuesday of each month. Meetings convene in the Council Chambers at 101 West Gold Street at 6 p.m.

Communications Specialist - PIOFrom the pulpit to the production booth, and from leadership tables to managing crisis communications and media for a city, Gabriel's journey has always been about using his voice, vision, and heart to serve others. At just 12 years old, he began his journey of preaching and playing music at his local church, unaware that the gifts and talents being developed on stage would one day carry him into rooms with CEOs, public officials, and entire communities. His path has been anything but conventional, yet every step has been connected by purpose. He has spent over 15 years blending creative production, public communication, ministry, and leadership into roles that require a steady voice and a servant’s heart.
Currently serving as the Communications Specialist & Public Information Officer for the City of Kings Mountain, he leads all city-wide internal and external communications, social media, branding, and emergency response messaging for city departments, including Police and Fire. As an ordained minister, Gabriel has also recently completed his courses to become a Chaplain through the NC Emergency Chaplain Organization. However, it didn't start there.
His early exposure to public service came through his father, a longtime 911 Telecommunicator Dispatcher, where he gained a deep respect for first responders and the unseen communications work behind the scenes. He then followed a calling that blended ministry, creative production, and technical expertise—first through tech theater in high school learning live production, then through college-level TV/Radio broadcasting and an internship covering real-time emergencies and government events.
Gabriel's career background is uniquely cross-functional — from being a new-hire trainer of quality assurance and creating the content for training in corporate settings, to live audio/visual production, to full-time pastoral ministry, to being a top-rated Fortune 500 Company Account Specialist salesman for multi-million-dollar accounts. He has directed multi-camera broadcasts in both TV studios and remote locations, hosted interviews with elected officials, written and designed press releases and branding campaigns, all while praying with families in crisis.
What began as part-time stage management for the City of Kings Mountain Events turned into a divine appointment. When an opportunity arose to step into a full-time role managing city production as an Event Specialist, he took a leap of faith—trading financial comfort of a salesman's commission for calling. A single video presentation to the City Manager opened the door months later for what would become a one-person Communications and PIO department, serving across all city departments, including Police and Fire.
Today, he leads the city’s communications strategy—producing internal and public content, building media relationships, responding to emergencies, and sharing the stories of our city with transparency, creativity, and care. Each day, he shows up ready to use every skill that God has allowed him to learn — whether that's behind a camera, behind a mic, behind the scenes, or beside someone in need. He doesn't just arrive at the scene to report the news — He shows up for the people in it. Sometimes with a camera, sometimes with a prayer, always with purpose.
